Dr. Rabinarayan Senapati I.A.S (Retd), writer, administrator, social worker and a cultural personality with humanitarian ideals.

Dr. Senapati was born in a small village, named Balijhari under Tihidi Police station in the undivided district of Balasore. His father's name is late Duryodhan Senapati and his mother's name late Ramamani Devi. He was born into a family of agriculturists. His childhood school education was spent in rural even amidst paddy fields, mango groves, rivers, and their branches, scenic beauty of the rustic mature. After the high school examination, he was admitted to Bhadrak College and completed his graduation with flying colours with first class first position in Economics Honours which secured him the University gold medal instituted for the first time. He completed his post-graduation in Economics from Ravenshaw College holding the top position with two gold medals. He was a keen debater. He used to participate in debate competitions. He represented Utkal University in the inter-university debate competitions held at the National level and many times secured the first position.

He appeared in the Indian Economic Service in 1975 and successfully topped the list and candidates in India. Before joining the I.E.S, he served as a lecturer at Fakir Mohan College, Balasore for a brief spell. He appeared in the Civil Service Examination and got into Indian Administrative Service (IAS), in 1977. He was allotted his home state cadre by virtue of his high position among the list of successful candidates. Thus began a career in Civil Services which provided ample opportunities to serve the people of Odisha.

An illustrious career in Civil Service

After joining the I.A.S. Dr. Senapati had his training at Mussoorie. Then next phase of training was imparted in the State at various levels. After completion of training his first posting was at Berhampur as Sub Divisional Officer (Now Sub Collector). During his first posting as a young officer, he attracted the attention of the public as well as the press through his commitment to development works as well as regulatory functions including maintenance of law and order. After spending a little more than a year he was posted to the State Secretariat as Under Secretary, Finance. The three-and-a-half-year stint in the Finance Department was very enriching as it provided exposure to the internal working of the Finance Dept, which itself was very important in terms of the State's revenue, expenditure, budgeting, etc. He also handled the work of the 8th Financial Commission successfully and attracted the attention of many senior officers as well as the Chief Minister.

He was posted as Collector. Sundargarh May, 1984. During his tenure, he faced critical law and order situation in the aftermath of Mrs. Indira Gandhi's assassination. Rourkela was a highly vulnerable and sensitive spot for communal riots. He tackled the situation with efficiency, and tactfulness and took prompt steps to restore normalcy in law and order. Besides, this critical situation, many developmental works was undertaken as per Govt’s development schemes. Very soon he earned popularity among the people by virtue of the good work done by him.

He was accessible to the common people. After spending almost, a little less than two years he was appointed as Collector. Koraput (undivided). He spent two years in Koraput. He implemented several developments and welfare-oriented schemes funded by the Govt. A special campaign termed as " Service at Doorsteps" was launched through his initiative where a camp-based approach was adopted to solve the problems of the tribal people.
Thereafter, he was posted as Vice Chairman, Cuttack Development Authority, for a brief period. During his tenure C.D.A plotting scheme in Bidanasi area got a lift and the financial position of C.D.A got strengthened.

He was posted as Director, Tourism and Culture and contributed to the development of tourism sector as well as promotion of cultural schemes. He opted for central deputation and was appointed as Director of Census in 1989. He Successfully Conducted 1991 population Census.
After Completion of Central deputation he came back to the State Government and occupied the Position of Commissioner Cum Secretary, Women and Child development which was a newly created post bifurcating from Panchayati Raj Department. He had worked as Secretary in various important departments such as Water Resources, Tourism and Culture, Panchayat Raj, Health and Family Welfare prior to joining as Principal Secretary, Finance Department. During his tenure of Finance Secretary he dedicatedly worked for improvement of the State's financial situation. He contributed in large measure towards better performance in financial sector.

He was posted as Agriculture Product Commissioner and Development Commissioner and Additional Chief Secretary, Chairman, State Pollution Control Board as well as Working President, Sri Jagannath Temple Management Committee. He discharged his duties with utmost sincerity. He superannuated from I.A.S on 30th November 2012.

After retirement he was selected and appointed as State Cooperative Election Commissioner and subsequently as State Election Commissioner. During his tenures as S.E.C he successfully conducted the Elections to the Panchayati Raj Institutions and some Urban Local Bodies. He was appointed as Chairman, 5Th State Finance Commission in which he accomplished and submitted his report to the Government. From time to time, he has been associated with various Committees appointed by the Govt.

Literary and cultural Activities

His literary pursuit started from his school days. His poem and essay got published in the school magazine. He was also the editor of the school magazine. He took the responsibility of Secretary, Kanta Sahilya Sansad, a literary Organization in memory of Kantakabi Laxmikanta Mohapatra. His poem stories and essays got published in Odia daily newspapers like "The Samaja", ""The Prajatantra" and "The Kalinga" during college days. He edited one Souvenir to commemorate the memory of KantaKabi, who is the famous poet of the state anthem, "Bande Utkal Janani".

He is a versatile writer who has published Sixteen collections of Poems, one collection of short stories, Five Collections of Essays, Three short story collections for children and one book of translation. Besides, he has published three books on Sai Baba of Shirdi. He had edited a spiritual magazine, named Sai Chetna. he was an approved lyrist of All India Radio. He has published three books of lyrics in English language and edited a book on demographic profile of Orissa. He published another book in English titled "Population, Planning and Development".
He takes an interest in cultural activities. He is associated with various cultural and literary institutions. He is the President of "Ame Odia", an organisation devoted to the promotion of Odia language, literature and Culture.
He was the chartered President of Rotary Clubs of Bhubaneswar Mid Town. He is life member of Indian Red Cross Society, Indian Council for Child Welfare and other institutions. He is the founder President and Patron member of Institute of Social and Economic Research.

Family Setting

He was married to Dr. Bandana Tripathy Who was an educationist. She taught in various Govt. Colleges and retired as Director, Text Book Bureau. She was a brilliant home-maker and promoted social relationships, she passed away in April, 2021 after Covid-19 attack. She was the inspiration for his creative pursuits.

His daughter Dr. Sonali Senapati is reputed academician teaching Economics at various Universities including K.J Somaya University of Management. His son Mr. Satyajit Senapati a high-ranking Corporate Executive and a well-known Author.

Dr. Senapati Spends his time in creative pursuits as well as doing social and cultural activities.
