Dr. Senapati was born on November 9, 1952, in Balijhari village under Tihidi Police station in Balasore. His parents were Late Duryodhan Senapati and Late Ramamani Devi, and he grew up in an agrarian family amidst the scenic beauty of rural life. After excelling in high school, he pursued Economics Honours at Bhadrak College, graduating at the top of his class and receiving the University gold medal. He furthered his education with post-graduation in Economics from Ravenshaw College, earning two gold medals and maintaining his academic prowess. Dr. Senapati was also known for his oratory skills, winning debate competitions at both university and national levels. was born in the year 1952 in a village called Balijhari, Bhadrak district, Odisha. At the tender age of 12, he lost his father. From a very young age, he shouldered the responsibility of his family which comprised of his mother and younger sister.
